How can I make pico on Unix have already permissioned in chmod?

help me, how can i make the pico command on Unix already have permissioned in chmod? Help me to create a new commnad, it is like pico but after you save your file, it already have permissioned access to chmod command and you can open it already without using the chmode u+x? please help me!,..
