Can "move over" laws trade one hazard for another?

I myself have panicked and went into the other lane real quick because of that very reason. It's usually when coming around a curve and cannot see the emergency vehicle until the last minute. Now I try to just slow down quickly instead of swerving into the next lane so fast.
